Actually, there's a bug that breaks Firefox Sync when your secret phrase contains double-byte characters. In order to minimize the number of users affected, we're not adding Firefox Home to the App stores of countries where the primary language contains these characters. There's a fix in place which is undergoing testing and once that's pushed out, we'll be opening up Firefox Sync to the world. It should only be a couple weeks, maybe even sooner!
